The generator applies each country's numbering rules — valid area codes, prefixes, and lengths — to produce numbers that are structurally correct but not assigned to real subscribers. For US numbers it follows NANP (valid NPA, valid NXX starting 2-9, no N11 codes) so they pass format checks. The numbers are for testing, not for calling.
