Almost every failed international call to NL is a formatting issue, not a network issue.
Forgetting to drop the leading 0
Dutch numbers written locally as 020… or 06… must lose that 0 when dialed with +31 from abroad. Amsterdam 020 123 4567 becomes +31 20 123 4567.
Confusing +31 (Netherlands) with +32 (Belgium)
Two neighbouring countries with easily-swapped codes. Double-check before dialing — +31 is the Netherlands, +32 is Belgium.
Omitting the area code on landline calls
Unlike some countries, Dutch landline numbers always require the full netnummer, even for calls within the same city. There is no short-form option.
Assuming 0800 / 0900 numbers work internationally
Dutch toll-free (0800) and shared-cost (0900) ranges are typically unreachable from outside the Netherlands. A caller in New York cannot dial +31 800 or +31 900.
Using 00 and + together
